Snow, hail, rain, etc can be artificially triggered in hot, dry & other climates by "cloud seeding". Silver iodide and dry ice or other substances dropped from airplanes can induce dramatic variations in the usual weather. In San Jose, California for example, cloud seeding resulted in slushy snow. (P.S. Ted Hamilton is one of the best teacher/geologists EVER!)
